The Abstract of the Presentation at the Third Meeting of the Forest Dialogue Forum of China
Title; Progress of the Kyoto Model Forest

Forests in Kyoto Prefecture cover an area of 343,526ha, and account for 75% of the total land area. Almost all of the forests in Kyoto are privately owned.
There are several issues to be noted regarding forests and forest management in Kyoto Prefecture.
The production of Kitayama polished cedar logs which are well known forest
products in Kyoto, have been decreasing since 1988, of which production levels
have fallen 37%, compared with the peak time.
The less tended forests have continued to increase.
Other issues include the difficulties in securing sustainable forest management in the Prefecture.
Thus, in December 2002 Kyoto prefectural government sought the opinions of various, independent experts and drafted the "Green Public Works Action Plan" which consists of a list of problems that must immediately and diligently be tackled.
This plan recommended that the Kyoto's lush green environment should be protected through vigorous forest maintenance promotion, starting from the fiscal year 2003.
Moreover from this year, a new Kyoto Forest Ordinance took effect, enabling the Kyoto Model Forest Initiative to start.
The Kyoto Model Forest Initiative aims to establish the unique Kyoto style model forest, putting strong emphasis on broadly based stakeholders participation.
The Kyoto Model Forest Initiative, at the sometime, puts strong emphasis on international linkage.
